MINUTE of MEETING of the DEVELOPMENT CONTROL COMMITTEE held in the Town and County Hall, Forfar on Thursday, 14 November 1996 at 6.35 pm.
Present: Councillors Mrs KATHLEEN RITCHIE, STEWART MOWATT, WILLIAM DOIG, FRANK ELLIS, IAN HUDGHTON, ALEX KING, RENATE LAMONT, WILLIAM MIDDLETON, BRIAN MILNE, ALEXANDER SHAND, SANDY WEST and THOMAS I N YOUNG.

1. MINUTES OF PREVIOUS MEETINGS
The minutes of meetings of this Committee held on 26 September 1996 and 24 October 1996 were submitted and approved as correct records and signed by the Convener.
2. BUILDING WARRANTS
It was reported and noted that between 14 October and 1 November 1996, 88 building warrants had been approved and 8 warrants amended with the total value of the work amounting to some £1,119,704.
3. PLANNING APPLICATIONS
There was submitted Report No 877/96 by the Director of Planning, Transport and Economic Development on applications for planning consent.
The Committee agreed as follows:-
(i) Delegated Approvals
To note consents issued by the Director of Planning, Transport and Economic Development at detailed in List A of the Report.
(ii) Recommended Refusals
After noting that application No 01/96/1562 had been withdrawn, to refuse consent, for the reasons recommended by the Director of Planning, Transport and Economic Development in respect of the applications detailed in List B of the Report and appended to this minute.
(iii) Recommended Approvals
To grant consent, subject to the conditions recommended by the Director of Planning, Transport and Economic Development and/or where recorded, any additional or amended conditions approved by the Committee, in respect of the applications detailed in List C of the Report and appended to this minute.
(iv) Debated Applications
The Committee considered applications by Tayside Regional Council (now North of Scotland Water Authority) numbered (a) 01/95/1372 for outline permission for a wastewater treatment plant at Bleachfield, by Carnoustie; (b) 01/95/1373 for planning permission for a Transfer Pumping Station and Storage Tanks at Ballister Park, Westhaven; and (c) 01/96/0203 in respect of proposed tipping operations at Bleachfield, Carnoustie, all as detailed in Report No 877/96 by the Director of Planning, Transport and Economic Development who recommended conditional approval of each application.
The Committee heard Messrs Ross, Duncan and Bancroft, objectors to certain elements of the applications, each of whom spoke and sought reassurances and further safeguards regarding visual amenity, odour control, traffic movements during construction, overflow provisions and wildlife protection.
Mr W Brand, Chairman of Carnoustie Community Council, and Mr D Milne of NOSWA were also heard in support of the application.
After a full discussion, the Committee agreed to grant consent to the three applications on the conditions recommended by the Director subject to the undernoted additional/amended conditions/provisions in respect of the first two applications:-
(a) Application 01/95/1372
(i) to amend condition 1 in the following terms:
That the approval of the details of the siting, size, height, design and external appearance of the buildings, storage tanks and plants associated with the development and the means of access thereto, shall be obtained from the planning authority before any development is commenced.
(ii) to approve 2 additional conditions regarding the undertaking of an odour profile study, and a prohibition on commercial wastewater input to the plant (the detailed terms of which were delegated to the Director of Planning, Transport and Economic Development); and
(iii) to include in the Section 50 Agreement provision for the control of construction traffic routes, avoiding Easthaven.
(b) Application 01/95/1373
(i) to amend condition 1 in the same terms as (a)(i) above; and
(ii) to include in the Section 50 Agreement provision for the control of construction traffic routes.
