ANGUS COUNCIL
MINUTE of MEETING of the DEVELOPMENT CONTROL COMMITTEE held in the Town and County Hall, Forfar on Thursday 1 October 1998 at 6.00 pm.
Present: Councillors Mrs KATHLEEN RITCHIE, WILLIAM DOIG, FRANK ELLIS, ALEX KING, Mrs RENATE LAMONT, STEWART McGLYNN, WILLIAM MIDDLETON, DAVID SELFRIDGE, ALEX SHAND, SANDY WEST and THOMAS I N YOUNG.
Apologies: Apologies for absence were intimated on behalf of Councillors STEWART MOWATT and BRIAN MILNE.

1. BUILDING WARRANTS
The Committee noted that, in the period 24 August to 18 September 1998, a total of 25 Amendments to Warrants and 103 Building Warrants had been approved with the estimated total value of the work amounting to £8,168,130.
2. PLANNING APPLICATIONS
There was submitted Report No 1003/98 by the Director of Planning and Transport on applications for planning consent.
The Committee agreed as follows:-
(i) Delegated Approvals
To note consents issued by the Director of Planning and Transport as detailed in List A of the Report.
(ii) Refusals
To refuse consent, for the reasons recommended by the Director of Planning and Transport, in respect of the applications detailed in the Appendix to this minute.
(iii) Approvals
To grant consent, subject to the conditions recommended by the Director of Planning and Transport and, where appropriate, specified in the Appendix hereto, in respect of the applications detailed in the Appendix to this minute.
- (iv) Debated Application
The Committee considered Application No 01/98/0374 by A M McEwan for outline consent for the erection of a dwellinghouse at Priestfield, Inverkeilor as detailed in Report No 1003/98 (List B) by the Director of Planning and Transport, who recommended refusal.
Slides were shown.
COUNCILLOR RITCHIE, SECONDED BY COUNCILLOR KING, MOVED THAT THE APPLICATION BE REFUSED FOR THE REASONS SET OUT IN REPORT NO 1003/98.
Councillor West, seconded by Councillor Shand, moved that consent be granted.
On a vote being taken, the members voted:
For the motion:-
Councillors Mrs Ritchie, Doig, King, Mrs Lamont, Middleton, Selfridge and Young (7).
For the amendment:-
Councillors Ellis, McGlynn, Shand and West (4).
The motion was declared carried.
3. PLANNING APPEAL DECISIONS
(a) West Whitehillfaulds, Auchterhouse
There was submitted Report No 963/98 by the Director of Planning and Transport detailing the findings of the Reporter appointed by the Secretary of State to determine an appeal against the refusal of Angus Council to grant consent for the erection of a double garage at West Whitehillfaulds, Auchterhouse.
The Committee noted that the Secretary of State had dismissed the appeal and thereafter agreed that enforcement action be taken in this case.
(b) Gagie Quarry, Wellbank
There was submitted Report No 964/98 by the Director of Planning and Transport detailing the findings of the Reporter appointed by the Secretary of State to determine an appeal against the refusal of Angus Council to grant consent for an amendment to a culvert condition imposed on a consent to infill at Gagie Quarry, Wellbank.
The Committee noted that the Secretary of State had dismissed the appeal.
