MINUTE of MEETING of the EXECUTIVE SUB-COMMITTEE of the HOUSING COMMITTEE held in the Town and County Hall, Forfar on Thursday 18 December 1997 at 2.30 pm.

Present: Councillors FRANK ELLIS, WILLIAM DOIG and IAN HUDGHTON (substitute for Ian Angus).

Councillor ELLIS, Convener, in the Chair.

 

1. EXCLUSION OF PUBLIC AND PRESS

The Sub-Committee resolved, in terms of Standing Order No 27(2), that the public and press be excluded from the meeting during consideration of the following items to avoid disclosure of information which was exempt in terms of Paragraphs 6, 8, 9 and 10 of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973.

2. LIST OF CONTRACTORS - 46-62 GLENESK AVENUE, MONTROSE

There was submitted Report No 1263/97 by the Director of Property Services regarding contractors who had expressed an interest in tendering for the alterations and modernisation of 16 properties at 46-62 Glenesk Avenue, Montrose.

The Sub-Committee agreed that the six contractors detailed in the Report be invited to tender, subject to any financial assessment deemed to be necessary by the Director of Finance in consultation with the Director of Property Services.

3. TENDERS

(a) Window and Door Replacements at Carseburn Terrace, Priory Cottages, Carseview Terrace, Lunanhead

There was submitted Report No 1270/97 by the Director of Property Services on tenders received for window and door replacements at Carseburn Terrace, Priory Cottages and Carseview Terrace, Lunanhead, by Forfar.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by R S Hill Joiners and Building Contractors, Forfar, in the amount of £87,794.81;

(ii) to approve the estimated total cost of £98,330 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(b) Heating Installations at Victoria Street, Thrums Gardens, Sunnyside and Muir Street, Kirriemuir

There was submitted Report No 1274/97 by the Director of Property Services on tenders received for heating installations at Victoria Street, Thrums Gardens, Sunnyside and Muir Street, Kirriemuir.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Alliance Electrical, Forfar, in the amount of £80,777.11;

(ii) to approve the estimated total cost of £91,000 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(c) Heating Installations at Drumachlie Loan, Drumachlie Park, Mountskip Road and Poets Place, Brechin

There was submitted Report No 1273/97 by the Director of Property Services on tenders received for heating installations at Drumachlie Loan, Drumachlie Park, Mountskip Road and Poets Place, Brechin.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by James Lammond & Son, Brechin, in the amount of £94,266.25;

(ii) to approve the estimated total cost of £106,615 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(d) Heating Installations at Castle Crescent and McLellan Court, Friockheim and Church Street, Edzell

There was submitted Report No 1276/97 by the Director of Property Services on tenders received for heating installations at Castle Crescent and McLellan Court, Friockheim and Church Street, Edzell.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Whitehills Electro Services, Dundee, in the amount of £54,900.30;

(ii) to approve the estimated total cost of £61,594 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(e) Heating Installations at Knowehead and Knowehead Crescent, Kirriemuir

There was submitted Report No 1277/97 by the Director of Property Services on tenders received for heating installations at Knowehead and Knowehead Crescent, Kirriemuir.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Whitehills Electro Services, Dundee, in the amount of £145,322.89;

(ii) to approve the estimated total cost of £162,645 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(f) Heating Installations at Hillrise, Lindsay Street, Park Terrace and Hillhead Terrace, Kirriemuir

There was submitted Report No 1278/97 by the Director of Property Services on tenders received for heating installations at Hillrise, Lindsay Street, Park Terrace and Hillhead Terrace, Kirriemuir.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Hardie & Dobbie, Kirriemuir, in the amount of £102,608.54;

(ii) to approve the estimated total cost of £114,053 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(g) Window and Door Replacements at Middlefield Avenue and Airlie Place, Kirriemuir

There was submitted Report No 1279/97 by the Director of Property Services on tenders received for window and door replacements at Middlefield Avenue and Airlie Place, Kirriemuir.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Inwood Limited, Forfar, in the amount of £51,702.59;

(ii) to approve the estimated total cost of £57,907 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(h) Window and Door Replacement at Hillhead Terrace and Hillbank Terrace, Kirriemuir

There was submitted Report No 1280/97 by the Director of Property Services on tenders received for window and door replacements at Hillhead Terrace and Hillbank Terrace, Kirriemuir.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Inwood Limited, Forfar, in the amount of £67,551.19;

(ii) to approve the estimated total cost of £75,657 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.

(i) Window and Door Replacements at North Bank Street, Grange Road and Paradise Road, Monifieth

There was submitted Report No 1281/97 by the Director of Property Services on tenders received for window and door replacements at North Bank Street, Grange Road and Paradise Road, Monifieth.

The Sub-Committee approved the terms of the Report and agreed:-

(i) to authorise acceptance of the lowest tender for the several works, being that submitted by Derek McNulty, Arbroath, in the amount of £69,841.29;

(ii) to approve the estimated total cost of £78,222 (at out-turn prices);

(iii) to note that allowance for this project had been made in the approved 1997/98 Capital Estimates; and

(iv) to note the additional revenue expenditure arising from this project.
