Development Planning in Angus

Existing Development Plan
The current Angus Development Plan was prepared under the Town and Country Planning (Scotland) Act 1997. It comprises the following planning policy documents:
- Dundee and Angus Structure Plan (Approved 2002)
- Angus Local Plan Review (Adopted 2009)
- Cairngorms National Park Local Plan (Adopted 2010)
(including that part of northern Angus which lies within the designated boundary of the Cairngorms National Park)
In addition a wide range of Advice Notes and Supplementary Planning Guidance (SPG) provide guidance supplementary to the policies in the Local Plan Review on a number of subject areas.
New Development Plan
The new development plan system for Scotland introduced by the Planning etc. (Scotland) Act 2006, replaced the existing system of Structure Plans and Local Plans with new style Strategic Development Plans (SDP's) and Local Development Plans (LDP's).
Strategic Development Plan (SDP)
The TAYplan Strategic Development Plan Authority was established in early 2009 and comprises Dundee, Perth, Angus and North Fife area. It does not however include the Cairngorm National Park area which is covered by separate planning guidance for the whole Park area (see above). Following publication and consultation on a Main Issues Report in April 2010, preparation is now well under way on a Proposed Plan for TAYplan which is expected to be published in May 2011. This will set out strategic guidance on spatial strategy for the period to 2024. It will also provide the context for new local development plans in the TAYplan area which will be prepared by the local councils. Until the new Strategic Development Plan is adopted the existing Dundee & Angus Structure Plan (2002) is still applicable.
Local Development Plan (LDP)
Angus Council is required to produce a Local Development Plan (LDP) for the area which when adopted will replace the current Angus Local Plan Review (adopted 2009). The LDP will deal with the full breadth of the authority's land use planning policy for at least 10 years ahead whilst reflecting the spatial strategy and strategic planning guidance established by TAYplan SDP. The plan will contain policies and proposals covering the principal land use issues in Angus and establish a range of associated supplementary guidance to assist the development management process. It will also be published alongside an Environmental Report, Habitats Regulations Appraisal and an Equality Impact Assessment.
The Angus Development Plan Scheme 2012 (500 KB PDF)
, was reviewed in March 2012 and sets out the broad timetable and key stages in preparing the first Angus LDP. The first Development Plan Scheme was published in March 2009 and is reviewed annually to provide an up-to-date picture of how the LDP is progressing.

Where Are We Now?
The Initial Consultation & Identification of Issues period closed on 23 December 2010. The comments and submissions received will be taken into consideration in the preparation of the Main Issues Report.
