Sports Facilities, Swimming Facilities and Town Halls

Pricing Policy

The Charges are updated each year (normally for April) and indicate the level of charges for the current year.

  1. All users (except club members during club sessions), to be given the option of accessing the indoor sports facilities, synthetic pitches, swimming pools and town halls by a Monthly Direct Debit (DD).
  2. Angus Council employees will be offered a 25% discount on standard, joint and family memberships.
  3. Angus College employees will be offered a 25% discount on standard memberships.
  4. Businesses and organisations will be offered a 10% discount off the standard , joint and family membership charges if 10 or more of their employees join.
  5. Off shore workers will be offered a discounted annual membership based on 9 x the current monthly rate.
  6. Members will be able to pay an additional monthly charge which will entitle them to 1 x personal training session per week
  7. A joint membership option will be available for couples staying at the same address.
  8. A family membership option will be available for a maximum of two adults and any child aged 16 or under or still in secondary education staying at the same address.
  9. The minimum age for using the fitness suite is 14 years of age during public sessions or 12 during extreme youth zone sessions.
  10. The minimum age for using the circuit gyms when supervised by a responsible adult over the age of 16 or during other supervised sessions is 10 years of age.
  11. The minimum age for using SHOKK gyms is 8 years of age.
  12. The minimum age for using the Health Suite is 16 years of age or 12 years and over if accompanied by a responsible adult.
  13. Health Suite charge to include free swim when available.
  14. A family swim option will be available for up to two adults and three children under the age of 16. The charge will be based on two times the current adult swim and one times the junior swim price.
  15. The Angus concessionary entitlement scheme is available to Senior Citizens (60 years and over), Full Time Students, residents in receipt of Working Tax Credit or Child Tax Credit with entitlement to free prescriptions Angus Carers. Subject to proof of entitlement and a 12 month fee.
  16. Junior charges to apply to juveniles aged 16 years of age or under.
  17. Area club charges will be based on normal area charges less a 10% discount
  18. Clubs who have registered for the Angus ACE awards will be entitled to the discounted club charges.
  19. Sports Facility and large town hall charges will be based on 20, 10 or 5 times the adult or concessionary activity rate
  20. Small town hall charges will be based on 16, 14, 8 or 7 times the adult or concessionary activity rate.
  21. Commercial rates will be double the standard area charge.
  22. Customers who are registered as Angus Carers will be entitled to concessionary rates
  23. Social and Health care workers will be given free access when they are accompanying service users during their working hours.

Letting Policy

  1. All lets are subject to the Councils Management Rules for Leisure Facilities.
  2. Formally constituted sports clubs who have adopted the Angus Club Excellence scheme criteria, or provide a copy of the documents listed in clause 20 will be allowed to block book sports facilities for a three / six month period and will also qualify for club rates.
  3. Club rates only apply to block bookings.
  4. Block bookings by clubs to be limited to 40% of the available time from18.00 to 22.00 on week days. Any variation to this percentage to be at the discretion of the Senior Services Manager (Leisure Services).
  5. No block bookings to be accepted from any club, group or individuals who do not meet the criteria set out in clause 20 unless authorised by the Senior Services Manager (Leisure Services).
  6. All clubs/groups wishing to use the facilities will be encouraged to sign up to and achieve a level of award under the ACE scheme. Providing clubs/groups achieve a level of ACE award there will be no requirement for the facility staff to carry out further checks.
  7. Clubs/groups not signed up to the ACE will be required to provide the following documents:-
    1. A copy of the club constitution.
    2. A copy of the club's insurance certificate/arrangements.
    3. A Copy of coaches/helpers qualifications.
    4. A copy of the club's 'Child and Vulnerable Adult's Protection Policy. Plus details of the club contact person for such issues.
    5. A viewing of the head Coach's enhanced disclosure certificate.
  8. Bookings by Angus Council's Leisure Services, Development Section will be free of charge in consultation with Facility Managers.
  9. Bookings by Angus Council Education Department and other educational related associations (within normal school term hours) will be negotiated annually based on the service requirements and availability.
  10. Angus athletes who are in national squads at Scottish, United Kingdom or Great British levels can enrol on the NASA scheme which will entitle them to free use of leisure facilities, relevant to their training programmes, for their chosen sport. If national athletes are not registered on the NASA scheme they should be charged the appropriate rate for any facility use. This scheme is administered by our Sports Development Officers using the TLMS till system.
  11. Club Coaches and Helpers will gain free access to leisure facilities during club coaching activities only if they enrol on the ACCESS Scheme. Club Coaches and Helpers who are not ACCESS members should be charged the club activity adult rate for delivering club coaching sessions. This scheme is administered by our Sports Development Officers using the TLMS till system.
  12. The town halls can be booked through one of the sports facilities as detailed below.

  13. A fee is payable to the Performing Rights Society when live or recorded music is performed within any of our venues. This fee is based on the type of performance/activity, the material played, and where appropriate, box office receipts. All required returns must be submitted within 30 days of the performance to the relevant office, failure to do so may result in existing bookings being terminated and future bookings being refused. Based on the returns submitted we are obliged to recover the fee on behalf of the PRS in order to maintain our PRS license. VAT will be charged on PRS fees. Please contact any of the above sports centres should you require clarification or guidance on PRS matters.
  14. It is the sole responsibility of the Hirer to ensure that no criminal or fraudulent activity occurs in or on the premises during the period of let. Angus Council have no responsibility for the activities of persons using or visiting the premises during the period of let and therefore Hirers should ensure they have taken any steps necessary to ensure propriety and authentication of any use or goods made available. This is particularly relevant for fund raising activities and organisations ie car boot sales, charity auctions etc. For further information and guidance contact Angus Council Trading Standards on 01241 435600.
  15. Normal charges relate to bookings within normal opening hours or between 9am - 12 midnight at town halls. Where booking extends beyond this period an additional hourly staff charge will be applied.
  16. All hourly charges, where appropriate, are based on a minimum charge of two hours, with the exception of sports bookings.
  17. Customers will be given a 50% discount off hourly, daily and weekly lesser hall charges if they have also booked the main hall.
  18. Sports bookings for clubs, organizations or individuals using any hall will be charged at the appropriate area charge. Activity examples being football, badminton, boxing, bowls, martial arts, highland dancing, aerobics and keep fit.
  19. Non-commercial rate charges will apply to the categories listed below
    • Local voluntary organization meetings and events
    • Rehearsals and performances by local music and dramatic groups (town halls)
    • Local flower, craft, bird or dog shows or similar
    • Internal bookings
  20. Commercial rate charges will apply to all bookings run for business, commercial or political purposes, unless otherwise authorised by the Senior Services Manager (Leisure Services) in consultation with the Head of Finance (eg elections).
  21. Private functions and weddings will be charged at the non-commercial rate.
  22. The bar charges will apply to anyone selling non alcoholic or alcoholic drinks.
  23. All items of electrical equipment brought into any Leisure Facility must be declared to the Facilities Manager prior to the date of hire. All appliances must carry a valid and current Portable Appliance Test certificate or validation.
  24. Users are required to report any injury to any person using the Leisure Facility or any property or equipment damage, to the reception staff immediately.
  25. The hirer will be responsible for ensuring that any persons operating electrical or mechanical equipment are competent to do so with full regard to health and safety matters. Fire precautions must be observed with regard to equipment used.
  26. The hirer shall be responsible for maintaining order in connection with the occupation of the premises and shall arrange that effective control is provided at all doorways which may be necessary so as to allow free access and exit.
  27. Maximum permitted numbers indicated on the hiring application form by the issuing office must be strictly adhered to.
  28. For hall bookings all customers must complete and return a Risk Management checklist along with the booking application together with the requested documentation before a booking can be confirmed.
  29. The hirer must hold public liability insurance with a minimum indemnity of £5 million and shall forward evidence of such cover to the Council. Exemptions to this would be private hires by individuals e.g. wedding receptions and birthday parties and hires which are community based and do not involve a large number of participants such as Indoor Bowling, Tea Dances, Bridge Clubs etc.
