Angus Local Housing Strategy (LHS) 2012-2017
The Housing (Scotland) Act 2001, places a statutory duty on Local Authorities to prepare and submit to Ministers a Local Housing Strategy (LHS) supported by a housing need and demand assessment. The local housing strategy provides the strategic direction to tackle housing need and demand and to inform future investment in housing across Angus.
In June 2008, the Scottish Government and COSLA issued joint guidance setting out a requirement for the new LHS to be part of a broader package of policy changes included in Firm Foundations, and Scottish Planning Policy 3: Planning for Housing, aiming to increase housing supply across all tenures. Consequently the LHS will have a strong strategic role.
The LHS Guidance requires that the new-style LHS should:
- be less detailed
- have more emphasis on outcomes
- integrate related strategies and plans
- be linked to the Single Outcome Agreement.
The LHS Guidance indicates that the LHS should cover
- The extent and type of housing need and demand
- Set out the local authority's strategic vision for the future of housing across all tenures, taking account of local and national priorities
- How the standard of housing will be improved across all tenures
- Clear strategic direction for housing investment
- Focus on the outcomes required to achieve the authority's vision in respect of homelessness, improvements in housing management, delivery of affordable housing, housing support, private sector development, fuel poverty, energy efficiency, climate change and equalities of access
- Specific commitments made by the local authority and key partners to enable the delivery of outcomes as shared priorities
The first phase is completed:
The Angus Housing Need and Demand Assessment (HNDA) has been successfully completed in 2010 having been appraised and signed off as 'Robust and Credable' by the Scottish Government. Core outputs from the HNDA have informed the development of the Strategic Development Plan; Tay Plan, and will help to inform the Local Development Plan for Angus this year.
The LHS 2012-17 is currently in production, as part of the development process we will be undertaking a broad consultation.
This Draft LHS will be available on this webpage in the coming weeks for your comment. We look forward to seeking the views of all our stakeholders, partners and the residents of Angus. We wish to ensure the LHS incorporates the views of every community represented in Angus.
