School Information
P1 Intake 2006
One of the main objectives of this ambitious project is to ensure that every school is built to the same high quality specifications to provide equal opportunities for all our young people.
While there will be no material changes to the Langlands School delineated area, the pupils at Kirkriggs, Chapelpark and Wellbrae will attend either the new Kirkriggs or Whitehills site Primary School.
There was extensive consultation carried out early in 2005 with stakeholders and interim arrangements were agreed for the enrolment of P1 pupils in August 2006. These arrangements will ensure that pupils start in P1 and stay with the same class for their 7 years in primary education.
This involves:
- Pupils in the new Langlands area attending Langlands Primary School
- Pupils in the new Whitehills site area attending Wellbrae Primary School
- Pupils in the new Kirkriggs area attending Kirkriggs Primary School (initially in 2006/07 with the rest of Kirkriggs school on the Langlands site).
Nursery Arrangements
During the decant period the nursery at Kirkriggs will not be open but provision will continue in Langlands, Chapelpark and Wellbrae schools. The council will try to meet parents first choice of nursery whenever possible.
Additional Support Needs
The Project includes special resource facilities both in terms of design and build. Children will be placed here when their special educational needs cannot be met at their local or selected school. The decision to use this facility involves the assessment of the child's educational needs by their parents, teacher, school medical officer and educational psychologist.
Opening Arrangements
The Head Teachers and staff of the new schools have been appointed and we hope that all pupils enjoy continuity of educational provision in their new classes with their new teachers from August 2007. Accordingly although construction work may not be complete the new schools will effectively open on 15 August 2007.
The delay in building work will result in the following temporary arrangements being put in place for the first few weeks of the school year:
- "New Whitehills" School located at former Chapelpark Primary School
- "New Kirkriggs" School located on Langlands Primary School campus
- "Langlands" Primary School no change
- "New Thomas Street" School located at Kinloch Primary School
- "New Woodlands" School located at Kinloch Primary School
- Carlogie Primary School no change
The delay is disappointing but arrangements have been agreed with Head Teachers to minimise disruption.
The likelihood is that the schools at Whitehills and Thomas Street will be available in December 2007. Advanced works were instigated at Woodlands and Kirkriggs and it is hoped that these schools will be available at an earlier date.
Pupils from the current Langlands School will decant to Chapelpark Primary School following the opening of the new school at Whitehills and the new school at Langlands will open in the early part of 2009.
Pupils from Carlogie School will decant to Kinloch Primary School following the opening of the new school at Thomas Street site and the refurbished Carlogie will open in October 2008.
Placing Requests
Angus Council supports the concept of parental choice and parents may wish to place their child in a school other than that which normally serves the area in which they reside. Parents' wishes will be met where at all possible in line with the policy below.
Initial Placing in Schools Policy
Angus Council is committed to raising standards and ensuring that all pupils are educated in school buildings fit to meet the challenges of the 21st Century. One of the main objectives of this ambitious project in Forfar and Carnoustie is to ensure that every school is built to the same high quality specifications.
The project has been developed in partnership with staff, pupils and parents and the contribution of all partners is valued. These contributions will ensure that the needs of all our young people can be addressed in each individual school.
Each school has a defined zone or delineated area which offers places in that school to pupils resident within that area. Angus Council supports the concept of parental choice and parents may wish to place their child in a school other than that which normally serves the area in which they reside. Parents' wishes will be met where at all possible.
If the number of places in any particular school is limited, priority for admissions shall be determined on the following basis:
- Priority 1:
- Children normally resident within the delineated area of the specified school.
- Priority 2:
- Children not normally resident within the delineated area of the specified school, but having a brother or sister (or relative permanently living at the same address as part of an extended family) * in attendance at that school. This does not apply to new build schools.
- Priority 3:
- Children not normally resident within the delineated area of the specified school and having no brothers or sisters in attendance at that school.
* Provided that the member of the extended family for whom the placing request has been made has lived within that extended family for a period of at least two years.
The authority is optimistic that it will not have to turn down parental placing requests but in the event of having to refuse some requests within any one priority category these will be determined by the single criterion of distance from the specified school, with priority being given to children whose normal place of residence is closest to the specified school.
A placing request will normally be granted except where there are circumstances defined by legislation which justify the authority's refusal of such a request.
Parents who have made successful placing requests for their children at schools of their choice have to make their own transport arrangements.
