Community Learning & Development Service (CLDS)
The Community Learning and Development Service is part of Angus Council's Education Service.
It provides a range of informal learning opportunities for people in their own communities. It does this in ways which encourage cooperation, challenge and enjoyment.

What is the role of the Service?
To promote and provide opportunities for community learning and development. This involves:
- supporting personal development in the community for adults and young people
- helping to strengthen communities and community organisations
- assisting communities to influence decisions that affect them.
What are the key objectives of the Service?
To assist people bring about positive change in their lives, through involvement in learning and action.
There are three main priorities in this work:
- achievement through learning for young people
- achievement through learning for adults
- achievement for communities.
What does the Community Learning & Development Service do?
The Community Learning & Development Service:
- provides opportunities for young people to learn in a range of informal settings. These include youth clubs, youth projects and detached youth work.
- provides opportunities for adults to learn in informal settings within their own communities.
- provides support to adults who need to improve their reading, writing and number skills.
- helps community organisations to be well organised and to achieve their goals. This includes advice and assistance in setting up new groups, training for people on management committees and advice and support in identifying sources of grant aid and making applications.
- co-ordinates the delivery of the Duke of Edinburgh's Award Scheme within Angus Council.
- operates the Youth Achievement Award and Dynamic Youth Award schemes within Angus Council.
- provides opportunities for people to become involved in learning outdoors and participate in adventurous activities such as hill walking, canoeing, mountain biking and sailing.
- acts as a focal point for Young Scot in Angus.
- provides English language tuition for speakers of other languages.
