Thematic Audit Reports
Since 2023, Best Value work carried out by Audit Scotland on behalf of the Accounts Commission, includes thematic work which looks at a focused area of Best Value across all 32 councils. The theme is chosen by the Accounts Commission on an annual basis and is cognisant of the risks and challenges councils face. This work provides the Accounts Commission with the opportunity to offer a national overview of key aspects of Best Value as well as supporting accountability and improvement within individual councils to generate greater impact from the audit work.

Assurance Report 2022
The Accounts Commission holds councils and other local government bodies in Scotland to account and helps them improve by reporting to the public on their performance.
In their Best Value Assuance Report for Angus Council (July 2022) they found:
"Angus Council serves its communities well, has made impressive improvements to services in recent years and benefits from effective leadership and a clear vision. There is strong partnership working and collaboration to help deliver services that benefit local people."
