If your badge has an expiry date between 1 January 2020 and 30 September 2020 you can allow you to continue using your badge until 30 September.
After this date, you cannot use your expired badge. If your badge has expired or is due to expire, start the reapplication process as soon as you can.
This will give us time to process your application and make a decision.
It will also help to ensure you receive a new badge before 30 September 2020.
If you continue to use an expired badge after this date, you may receive a Penalty Charge Notice (PCN) or other enforcement action.
The Blue Badge scheme supports people who cannot easily get around by helping them park closer to their destination. Blue Badges are also known as disabled parking permits. They are valid for up to three years.
A new Blue Badge costs £20. A replacement costs £4.60.
There is no charge if you are:
- 16 or under
- under 19 and in full-time non-advanced education
Apply for or renew a Blue Badge
The application process depends on your circumstances. Find out who qualifies for a Blue Badge on the mygov.scot website.
Applications can take between six and 12 weeks. We don't send out reminders when badges are due for renewal.
1. Driver or passenger with severe mobility problems
Complete the form at mygov.scot:
We will contact you telling you what to do next. If you enter your email address when you apply we will contact you by email.
2. Diagnosed mental disorder and/or cognitive impairment
You can apply for a Blue Badge on behalf of someone who:
has a diagnosed mental illness, personality disorder or learning disability
lacks awareness of danger from traffic
You will need to show that other strategies to control the risk do not work.

Replace a lost or stolen Blue Badge
If your Blue Badge is lost or stolen contact the police.
They will give you a Lost Property Reference Number if it's lost, or a Crime Reference Number if it's stolen.
You need this number to complete our report a lost or stolen Blue Badge form.
Take the completed form to an ACCESS office. They will advise you what to do next.
If you have applied for a Blue Badge and we have contacted you to ask you to proceed with payment you can do this online.
When we receive your payment we will send you your badge, parking clock and a booklet listing your rights and responsibilities as a blue badge holder.
If you do not agree with the reason for your application being refused, you can ask for a review of the decision.

- why you feel your circumstances meet the Blue Badge eligibility criteria

Returning a badge
If you no longer need the badge (for example because the holder has died) return the badge to your nearest ACCESS office or send it to us at:
