Proposed projects and timescales

The pages below outline the specific proposals for each phase of the Schools for the Future project.

Please note: when we use the term grouping we mean we will look at the implications of any proposal on neighbouring schools.

This approach will allow us to address all issues within each project to ensure long-term solutions.

Our intention is to deal with each school once and address as many issues as possible.

The impact on neighbouring schools will not necessarily mean merging. It could mean, for example, that catchments could be reviewed, or that there could be no impact on neighbouring school.


2017: Pre-consultation and schools investment strategy

In November 2017, we carried out a pre-consultation to hear your views.

The pre-consultation informed the Schools Investment Strategy 2017-2047 report. This report was submitted to a special meeting of the Children and Learning Committee and a special meeting of Angus Council on 30 January 2018. 

At a special meeting of the Children and Learning Committee and a special meeting of Angus Council on 30 January, proposals to address the needs in Angus schools over the next 30-years were agreed.


2017 to 2020: Arbroath primary schools

Under this project, Timmergreens and Warddykes primary schools were replaced with new buildings opening in 2016.

Muirfield and Ladyloan primary schools were replaced in 2019.

A shared campus was created for Hayshead and St Thomas primary schools along with an early years facility in 2020.


2018: Brechin rural cluster

As of November 2018, Tarfside and Lethnot primary schools were permanently closed.

This decision followed the completion of a statutory consultation undertaken in line with the requirements of the Schools (Consultation) (Scotland) Act 2010.

The decision was not called in by Scottish Ministers and the council received consent to implement its decision on Monday 12 November 2018.

The former Tarfside and Lethnot catchment areas have been permanently rezoned to Edzell Primary School. 

In response to feedback received from the communities, the council halted the consultation to close Stracathro Primary School.

The final part of the Brechin rural schools project is the expansion of Edzell Primary School.

2019 to 2023

Montrose

We propose a major reimagining of school provision in Montrose.

This will cover Montrose Academy and primary schools:

  • Southesk
  • Ferryden
  • Borrowfield
  • Rosemount
  • St Margaret’s
  • Lochside

This will be a major undertaking and will require significant human and financial resources. However, it will ensure that we have a plan for the school estate in Montrose that is fit for purpose, takes account of population changes and location; and provides best value.

The possible scale of this project will require funding from the Scottish Government’s Schools for the Future programme. There there is no indication that such funding will be available.

However, we think that is important that we have a clear vision for the needs in Montrose, which may include some interim projects to address pressing issues.

Arbroath

During this period we propose to examine school provision in Arbroath. This would include the consideration of replacing both secondary school buildings with one integrated campus facility.

In considering an integrated campus we will also work closely with Dundee and Angus College.

We would also review the catchment areas for primary schools and assess the need to replace/upgrade Inverbrothock primary.

Again this project will require funding from the Scottish Government’s Schools for the Future programme.

Primary schools review

We will review the following primary schools:

  • Northmuir (Kirriemuir)
  • Maisondieu (Brechin)
  • Friockheim
  • Inverkeilor
  • Mattocks
  • Newbigging
  • Monikie
  • Murroes

As some of the catchment areas for these schools are adjacent to each other, it may be possible to group some of these schools.

This will be assessed as the plan for 2019-23 is developed.

By this stage, we will have identified plans for all schools with current or projected school roll over 100% of the planning capacity and we will have addressed early year’s needs.


2023 to 2028

As agreed by Children and Learning Committee on 01 June 2023, management of the Angus learning estate will be aligned to:

  • capacity
  • condition and suitability
  • best value

2029 to 2047

This phase will ensure that all schools are covered and that a systematic programme is maintained on an ongoing basis.

This will include the following primary schools:

  • Tannadice
  • Cortachy
  • Auchterhouse
  • Andover
  • Inverarity
  • Southmuir
  • Aberlemno
  • Airlie
  • Tealing
  • Letham
  • Newtyle
  • Seaview
  • Isla

During this period we would also anticipate reviewing Carnoustie High School, Forfar and Brechin community campuses and the primary schools in Carnoustie and Forfar.
