Changes to early years entitlement

The Scottish Government has announced that the annual early learning and childcare (ELC) entitlement for all three and four-year-olds, and eligible two-year-olds, will go up from 600 hours to 1140 hours by August 2020.

Our Early Years Expansion Programme sets out how we will meet this commitment:

Building new nurseries

New, purpose-built ELC centres in Carnoustie and Forfar will open by August 2020. The Carnoustie Centre will be built at Pitskelly Park and will provide for up to 205 children. The Forfar centre will be built on the old Forfar Academy site at Taylor Street and will provide for up to 155 children.

Expanding existing nurseries

We will develop and refurbish over half of our existing primary schools throughout 2019, 2020 and beyond. This will get nurseries ready for the expanded capacities and ensure high quality, flexible, accessible ELC is available for parents.

Increased class sizes and more staff

Classroom capacities will increase in most of our nurseries. We will retrain and recruit to ensure our workforce is ready to deliver the increased hours.

More flexible options

We're looking at ways to make it easier for you to access your entitlement. Key developments will be announced in the run-up to implementation in August 2020.
