Key worker childcare: summer 2020

To support the continued provision of vital services, emergency childcare hubs will operate during the summer holidays.

This covers the period from Monday 29 June up to and including Wednesday 5 August.

Hubs are staffed by volunteers from within our existing workforce. The continuing availability of childcare provision in these hubs is therefore subject to the continuing availability of staff.


Who can apply

As Scotland moves through the successive phases of the route map through and out of this crisis, we understand that there will be a need for more people to return to work.

Unfortunately, due to the limited number of spaces available in summer hubs, applications at this time are restricted to children of key workers in one of the three categories outlined by the Scottish Government.

If your job and the job of any other parents/carers in the household does not fall into one of these three categories, please make your own arrangements for summer childcare.

These categories are:

Category 1

  • Health and Care workers directly supporting COVID response, and associated staff
  • Health and Care workers supporting life-threatening emergency work, as well as critical primary and community care provision
  • Energy suppliers (small numbers identified as top priority already) staff providing childcare/learning for other category 1 staff

Category 2

All other Health and Care workers, and wider public sector workers providing emergency/critical welfare services (for example fire, police, prisons, social workers), as well as those supporting our Critical National Infrastructure, without whom serious damage to the welfare of the people of Scotland could be caused.

Category 3

All workers (private, public or third sector) without whom there could be a significant impact on Scotland (but where the response to COVID-19, or the ability to perform essential tasks to keep the country running, would not be severely compromised).

In addition to being a key worker in one of these categories, you must also have exhausted all other childcare options to be eligible.

You do not need a space at a hub if:

  • you or another adult in the household is not working or can work from home. The only exception is where there is an adult in the household who is at home but cannot reasonably provide childcare due to significant medical issues. The only people who cannot do this are those who are “shielding". This means they are self-isolating because they are clinically at higher risk from COVID-19.
  • there is a relative or friend who can reasonably provide childcare within your home, within their own home, or using extended household networks where children from up to three households can play together outside and are allowed inside to use the toilet as long as appropriate hygiene measures are in place.

From Monday 29 June, you can directly contact either an Angus Council childcare hub or one of our partner nurseries or childminders.

Additional information

Emergency childcare is currently free at the point of access for key workers. This means that while we remain in the current phase of restrictions, you do not have to pay for the childcare that you need to allow you to go to work; this is funded by Angus Council.

On 24 June it was announced that as of 15 July, private childcare providers can fully reopen. It is not yet clear whether this means that key worker childcare will no longer be funded by the council from this date. We will update this page and make an announcement on social media as soon as this has been clarified.
