The Angus Place Prosperity Feasibility fund has been funded from the UK Shared Prosperity Fund, which is a central pillar of the UK Government’s Levelling Up agenda
This fund is launched as an additional tool in the Vibrant Communities Programme of Support aiming to help communities that aspire to take ownership or redevelop land or buildings in Angus. To do this, lots of planning in the early stages will be required and, in some instances, a feasibility study is also needed.
This fund will help groups undertake the background work enabling projects and initiatives to move closer to their delivery stage and be funding ready.
This page is intended to help applicants prepare and submit their applications to the Angus Place Prosperity Programme: Angus Feasibility Fund 2025/26.
How much can be applied for
The maximum offered for this fund is £12,500 per application. Groups can only submit one application per organisation.
Groups can apply for 100% of their feasibility costs.
All funding awarded must be fully spent by 31 March 2026 and, due to fund criteria, cannot be carried forward.
What does the funding cover?
Feasibility
The fund can cover the examples below:
- architects design drawings
- structural engineer reports,
- quantity surveyor estimates
- options analysis
- work to understand the views of the local community
- learning exchange visits
Learning Exchange visits
The fund can also cover small sums of funding to enable community learning exchange visits. These can help groups build support networks and peer to peer learning to help test news ideas. Cost can include
- Travel costs (coach hire/ travel costs calculated at 45p per mile)
- Organisation host fees (event hire /subsistence)
Groups can apply for a maximum of £200 per group exchange visit.

What does the funding not cover?
The funding does not cover:
- staff salaries
- loan payments
- paying for staff to apply for funding
- planning or other statutory fees
- projects where building work has started
- goods or services that you bought before you accepted the grant
- legal advice and representation
- recruitment services
- costs that occurred prior to the grant award
- recoverable VAT
Who can apply?
Applications are invited from community groups; public sector organisations, including registered charities. It must link to community-led or community-supported projects.
Applicant organisations should have a bank account and should be constituted organisations with a nominated signatory for proceeding with funding awards.
Location
All applications to the fund must be for projects in the Angus area.
Match funding
Match funding refers to other funding you can receive from an additional source that will also be spent on delivering the project. Projects that have evidence of match funding will score higher at assessment.
When can we apply for funding, and when will a decision be made?
The Angus Place Prosperity Programme (Feasibility Fund) opened for online applications on 2 July 2025. Applications will be considered on a first come first served basis.

What will I need to complete the online form?
At this stage, additional information will be requested:
- The constitution that your group has adopted. Your group must have this document to get a grant from us.
- A document giving us proof of your group’s bank or building society account. This account must be in the name of your group/hall, and at least two people must sign each cheque or withdrawal. These people should not be related.
This document could be:
- a copy of your most recent bank statement in the name of your group
- a copy of your building society passbook, with the pages showing your group’s name, account number and current balance (this must have an original stamp and signature from your building society); or
- if you’re a new group with a new account, a signed letter from your bank or building society on their headed paper. This letter must show your account name, number and sort code.

Assessing your application
Your application will be checked, and further information will be requested if required.

What happens once we make a decision
Once assessed by an internal panel, you will be notified on the outcome of your application. If successful, an agreement will be sent for signing. Projects can start as soon as funding is agreed. Retrospective projects cannot be funded.
How and when do we receive the funding?
Payment is paid on receipt of an invoice, and a claim form (provided with the agreement).
Once paid, proof of spend is required by providing a copy of the group bank statement showing the transactions relating to the project. No advance payments can be made. Payments will be released when key stages of the project have been completed.
Reporting and evaluation
Angus Council is required to provide progress and evaluative reports to the UK Government for this fund in September 2025 and March 2026. As a condition of the fund, applicants will be required to provide reports using a Monitoring and Evaluation form.
