MAPPA categories

In Scotland the implementation for MAPPA has been phased.

Registered Sex Offenders have been included and subject of MAPPA since April 2007, with Mentally Disordered Restricted Patients added in April 2008.

In March 2016 the arrangements were further extended to include Other Risk of Serious Harm offenders.

The Management of Offenders etc. (Scotland) Act 2005 defines the categories of offenders who are subject to MAPPA:

  • Registered Sex Offenders (RSO) – Category 1

  • Mentally Disordered restricted Patients – can be either Category 1 or 3

  • Other Risk of Serious Harm Offenders – Category 3. This category includes:
    • Any person who has been convicted of an offence if, by reason of that conviction, the person is considered by the responsible authorities to be a person who may cause serious harm to the public, and,
    • By virtue of that conviction is requires to be under supervision by any enactment, Order or Licence, and the risk of serious harm posed is high or very high, and assessed as requiring active multi-agency management at MAPPA level 2 or 3.
