Procurement strategy

The procurement strategy sets out how the Council intends to carry out regulated procurements. The content of the strategy and its reviews must specifically include –

(a) how the Council intends to ensure that its regulated procurements will contribute to the carrying out of its functions and the achievement of its purposes, deliver value for money, comply with the procurement principles (treating bidders equally and without discrimination, acting in a transparent and proportionate manner) and meet our sustainable procurement duty.

(b) a statement of the Council's general policy on:

  • the use of community benefit requirements,
  • consulting and engaging with those affected by its procurements,
  • the payment of a living wage to persons involved in producing, providing or constructing the subject matter of regulated procurements,
  • promoting compliance by contractors and sub-contractors with the Health and Safety at Work etc. Act 1974 (c.37) and any provision made under that Act, and
  • the procurement of fairly and ethically traded goods and services

(c) a statement of the Council's general policy on how it intends its approach to regulated procurements involving the provision of food to improve the health, wellbeing and education of communities in the Council's area, and promote the highest standards of animal welfare,

(d) how the Council intends to ensure that, so far as reasonably practicable, contract payments are made no later than 30 days after the invoice (or similar claim) relating to the payment is presented. This extends to tier 1 contractors and sub-contractors to tier 3.


Procurement annual report

The Procurement Annual Report must include —

(a) a summary of the “regulated procurements” (those over £50K in value for goods and services and over £2M in value for construction works) that have been completed during the period covered by the report,

(b) a review of whether those procurements complied with the Council's procurement strategy,

(c) to the extent that any regulated procurements did not comply, a statement of how the Council intends to ensure that future regulated procurements do comply,

(d) a summary of any community benefit requirements imposed as part of a regulated procurement that were fulfilled during the period covered by the report,

(e) a summary of any steps taken to facilitate the involvement of supported businesses in regulated procurements during the period covered by the report,

(f) a summary of the regulated procurements the Council expects to commence in the next two financial years.

Tayside strategy

The TPC (Tayside Procurement Consortium) was created as the result of an efficient government initiative launched in 2007 to develop collaborative procurement across the Tayside Councils – Angus Council, Dundee City Council and Perth and Kinross Council. 

Angus Council’s procurement strategy should be read alongside the TPC procurement strategy.
