Agree what you and your community can do to minimise the effects of winter weather. If you are fit and able, you can clear and grit your local paths and pavements.
There are no legal issues preventing members of the public clearing snow from pavements provided they take care and don't create a problem for others such as creating slippery areas and causing obstructions.
Look out for vulnerable members of your community.
