The Health and Wellbeing Census Survey helps Community Planning Partnerships (CPPs) to make better decisions about how to improve the services for children, young people and their families, and to monitor progress in our mission to improve the health and wellbeing outcomes for children and young people in our local area.

We are the Education and Lifelong Learning Directorate, part of Angus Council.
Are you allowed to ask for this personal data about my child/children’s health and wellbeing?
Yes, we have been asked by Scottish Government to collect and report data regarding the health and wellbeing of children and young people being educated in Angus Council schools.
Why do you need this data about my child/children’s health and wellbeing?
We need this information about your child/children in order to support Scottish Government to:
- plan and deliver better policies for the benefit of all pupils, or specific groups
- better understand some of the factors which influence pupil attainment and achievement
- share good practice
- target resources better
- enhance the quality of research to improve the lives of people in Scotland
- provide a window on society, the economy and on the work and performance of government which is published - School education statistics on gov.scot

Where do you get your data about my child/children’s health and wellbeing from?
Angus Council will be conducting a survey of your child/children’s health and wellbeing. We will then report the outcome of this survey to Scottish Government. All P5 – S6 children who have consent to complete the survey, will use the SmartSurvey link provided for their age appropriate survey. Even if they do not finish the survey, it will save progress without having to submit.
What data about my child/children’s health and wellbeing will be shared with Scottish Government?
The information about your child/children that is shared with, and processed by, the Scottish Government will be:
- Your Child’s Scottish Candidate Number
- Your Child’s school identifier
- Your Child’s attitude to school
- Your Child’s perception of achievement
- Your Child’s perception on the pressure of school work
- Your Child’s physical activity/exercise
- Your Child’s eating behaviours
- Your Child’s general health
- Your Child’s general wellbeing (life satisfaction)
- Your Child’s mental wellbeing (S2 pupils upwards)
- Your Child’s physical or mental health condition
- Your Child’s sleep pattern
- Your Child’s feeling of discrimination

Who is processing the data about my child/children’s health and wellbeing for this project?
Local authorities will be processing this data by conducting surveys. A very limited group of staff at Angus Council will have access to this information.
Access to any data shared by local authorities with the Scottish Government is heavily restricted to only those staff who need access to it, such as staff within the Scottish Government’s ScotXed Unit, IT support staff and a small number of Scottish Government analysts.
How is the information about my child/children’s health and wellbeing shared with Scottish Government?
The transferring of individual level data between local authorities with the Scottish Government uses secure transfer systems.
How do you store the data about my child/children’s health and wellbeing?
Data collected by Angus Council will be stored within the survey software during the census collection and then transferred to the local authority secure servers with restricted access. Once data is transferred to Scottish Government it is managed effectively by the ScotXed Unit (within the Scottish Government).
Why do you need the data about my child/children’s health and wellbeing, and for what purpose?
The individual data about your child/children is collected by Angus Council, and thereafter the Scottish Government’s Education Analytical Services for statistical and research purposes only for the performance of a task carried out for reasons of public interest.
Will my child/children be able to be identified from the data?
No. Neither Angus Council or the Scottish Government will publish or make publicly available any information that allows for your child/children to be identified. The questionnaires have been specially designed so that the information provided by children and young people is only used for statistical and research purposes only by the local authority and the Scottish Government. This means that what children and young people say in the Census will remain confidential and will only be seen by a very small number of staff at their school's local authority and the Scottish Government in order for them to carry out analysis of the information.
However, if during such analysis a child wellbeing concern is identified, the local authority may need to breach this confidence and report their concerns to colleagues who may subsequently need to take further appropriate action in line with standard procedures. Data will not be used by Scottish Government to take any direct actions on your child/children as a result of this information.
How long will you keep the data about my child/children’s health and wellbeing?
We only keep your child’s personal information for the minimum period amount of time necessary. Sometimes this time period is set out in the law, but in most cases it is based on the business need.
In this instance however, the personal data we hold about your child’s health and wellbeing will be stored for longer periods as the data will be processed solely for archiving purposes in the public interest, scientific or historical research purposes or statistical purposes and is subject to implementation of the appropriate technical and organisational measures required by the GDPR in order to safeguard the rights and freedoms of individuals.
Will the data about my child/children’s health and wellbeing be legally shared with others, and for what purpose?
The information collected about your child/children by Angus Council will only be shared with limited employees of Angus Council and with Scottish Government.
The Scottish Government will use the data provided to inform planning and provision of education. This could require the linkage of data to other data sources. For example, researchers or charities may be interested in applying for access to education data to meet their own research needs.
On occasion, Scottish Government may share data about your child/children when it is lawful and ethical to do so, and after they have considered the following questions:
- is it in the public interest to share the data?
- are we only sharing the minimum amount of data and for the shortest possible time to meet the request?
- does the data sharing comply with the law and have we got the right consent, if needed?
- does the organisation asking for the data have sufficient security standards themselves and are they aware of statistical disclosure controls?
Organisations Scottish Government may share data about your child/children with are
- Education Scotland in order for this agency to carry out its functions
- Academic institutions and organisations to carry out additional research and statistical analysis which helps inform policy development and contributes to improving outcomes for Scotland’s people
- Other Public Bodies who require the data in order to carry out their official functions.
How do you ensure ethical standards are met?
Any sharing or linkage of data about your child/children will be done under the strict control of Scottish Government, and will be consistent with their data policy and the National Data Linkage Guiding Principles. Decisions on the sharing or linkage of data about your child/children will be taken in consultation with relevant colleagues and individuals within and out with Scottish Government as part of a Data Access Panel. At all times your rights under the GDPR and other relevant legislation will be ensured.
What are my individual rights?
The GDPR gives you the right to object to the processing of your child/children’s personal data. However, where the processing of personal data is for scientific or historical research, or statistical purposes, these rights to object is more restricted.

Can I object to the processing of my child/children’s health and wellbeing data?
No. As the data we process is lawfully gathered and necessary for the performance of a task carried out for reasons of public interest, you do not have a right to object to the processing of your child/children’s personal data.
Can I ask for my child/children’s health and wellbeing data to be deleted?
No. As we require the data for the performance of a task carried out in the public interest (and for no other purpose, such as direct marketing), we are also not required to erase your personal data as we need to retain this data for this purpose.
Can I ask to see what data you hold about my child/children’s health and wellbeing?
No. As the data we process is lawfully gathered and processed for Research, Statistics and Archiving in the public interest, and that any results of the research or resulting statistics are not made available in a form which identifies your child/children, you do not have a right to request access to the data we hold about your child/children.
How often will this Privacy Notice be reviewed?
This Privacy Notice was created in August 2021 and will be reviewed on an annual basis.
