Appeals

You can appeal a planning decision at eplanning.scot.


Decisions made by planning officers

If a planning application has been determined by planning officers, the applicant can seek a local review by the Development Management Review Committee.

A review can also be requested if planning officers have not made a decision within the specified time period.

Information on the review process is available in circular 5/2013.

Fees for local reviews were introduced on 9 June 2025. Details are set out in the Town and Country Planning (Fees for Local Reviews) (Scotland) Regulations 2025. Fees can be paid online.

Decisions made by the Development Standards Committee

If a planning application has been determined by the Development Standards Committee, the applicant can submit an appeal to Scottish ministers where it will be determined by a Reporter from the Planning and Environmental Appeals Division on their behalf.

Third parties cannot appeal planning decisions. However, decisions on planning applications can, in certain circumstances, be challenged in the courts. You should seek independent legal advice if you want to challenge a decision
